The effects of such big cost hikes will reduce available spending money for all those on average wages and below who need to travel significant distances in their cars, and this will further depress the US economy when this cash gets diverted away from a myriad of local spending decisions affecting local businesses from restaurants to children’s shoe shops.

Cars now are more fuel-efficient than they were in the 90s, so car owners can reduce your spending on gas by choosing fuel efficient vehicles. This is making US car manufacturers and car importers develop and extend their low fuel vehicle ranges. But, US car manufacturers have been slower than others, such as the Japanese marques, to develop some of the most innovatory fuel efficient vehicles such as the hybrid engine vehicles. This will tend to raise car imports to the detriment of the US economy until the US manufacturers catch-up.

It is not all bad news though. Companies that own oilfield reserves will be seeing the value of their resources growing, and businesses that are connected with the renewable energy market are growing rapidly right across the range of renewable energy sources from wind, to thermal energy, and of course that most popular of renewable sources which is solar. Renewable energy companies are growing fast and employing increased numbers of staff.

I. PENDAHULUAN
1.1. Latar Belakang
Bank Perkreditan Rakyat (BPR), menurut UU RI nomor 10 tahun 1998, adalah bank yang melaksanakan kegiatan usaha secara konvensional atau berdasarkan prinsip syariah yang dalam kegiatannya tidak memberikan jasa dalam lalu lintas pembayaran. Secara nasional kegiatan operasional BPR selama periode 1999–2003 (Maret) mengalami perkembangan yang cukup stabil. Berdasarkan data Bank Indonesia, selama periode tersebut, total asset bertumbuh dari Rp. 3.462 milliar menjadi Rp. 9.723 milliar, atau naik ratarata 35 % per tahun, penyaluran kredit dari Rp. 2.452 miiliar menjadi Rp. 7.088 milliar (naik rata-rata 35,7 %), dana pihak ketiga dari Rp. 2.038 milliar menjadi Rp. 6.629 milliar (naik ratarata 39,3 %). Selama periode tersebut, laba tahun berjalan terus bertambah. Yang menarik, jumlah penyaluran kredit melebihi jumlah dana pihak ketiga, berarti fungsi intermediasi keuangan ternyata dapat berjalan dengan baik. (Sawaldjo Puspopranoto, 2002, hal. 123) Industri BPR secara makro dinilai Bank Indonesia dalam kondisi cukup baik, karena hampir seluruh BPR menunjukkan kinerja yang baik dan hanya sebagian kecil yang di-BBKUkan. Dari jumlah 2400 unit BPR, sejak 1996 hingga kini hanya 178 unit yang di-BBKU-kan oleh Bank Indonesia. Mengingat kondisi usaha yang dinilai bagus, Bank Indonesia melalui berbagai langkah antara lain merger, konsolidasi, akuisisi serta regulasi dan paket pengawasan yang lebih intensif berupaya menjadikan BPR menjadi basis untuk Lembaga Keuangan Mikro (LKM) di Indonesia. Dari tahun ke tahun, modal disetor BPR secara nasional terus bertambah. Tahun 2001, menurut data BI dalam buku BPR terbitan BI, modal disetornya Rp. 936 milliar, tahun 2002 jumlahnya bertambah 25 % menjadi Rp. 1,17 trilliun. Tahun 2003 naik 24 % menjadi Rp. 1,24 trilliun, dan per Maret 2004 jumlahnya mencapai Rp. 1,48 trilliun. Di daerah Sumatera Selatan, jumlah BPR telah mencapai 12 BPR, dimana diantaranya juga terdapat BPR Syariah. BPR lebih mengkhususkan diri ke arah pemberian kredit, sifatnya retail dan tidak kompleks seperti halnya bank umum. Keberadaan BPR dalam perekonomian nasional dan daerah sangat penting dalam upaya meningkatkan taraf hidup rakyat melalui penghimpunan dan penyaluran dana terutama kepada usaha kecil dan mikro. Tulisan ini mengkaji bagaimana tingkat resiko bisnis BPR Konvensional dan BPR Syariah di Sumatera Selatan.

1.2. Rumusan Masalah
Bagaimana tingkat resiko bisnis BPR Konvensional dan BPR Syariah.

1.3. Tujuan Penelitian
Tujuan tulisan ini adalah untuk mengetahui dan menganalisis tingkat resiko bisnis BPR Konvensional dan BPR Syariah.

1.4. Manfaat Penelitian
Adapun manfaat yang dapat diambil dalam penelitian ini adalah
1.Masyarakat pembaca mengetahui perbandingan tingkat resiko keuangan/bisnis BPR Konvensional dan BPR Syariah.
2.Sebagai masukan bagi manajemen BPR dalam menyusun kebijakan perusahaannya.

1.5 Sistematika Penulisan
Sistematika pembahasan dalam penelitian ini dibagi dalam limabagian, yang secara garis besarnya sebagai berikut:

BAB I PENDAHULUAN :Bab ini menjelaskan mengenai latar belakang masalah,perumusan masalah, pembatasan masalah, tujuan penelitian,manfaat penelitian, dan sistematika penulisan.

BAB II TINJAUAN PUSTAKA : menjelaskan teori-teori yang melandasi penelitian meliputi: Analisis komparatif resiko keuangan bank perkreditan rakyat (BPR) kovensional dan bpr syariah

III METODE PENELITIAN : Dalam bab ini akan dijelaskan mengenai jenis penelitian, tempat dan waktu penelitian, populasi, variable penelitian, sumber data dan teknik pengumpulan data.

BAB IV PENYAJIAN DAN ANLISIS DATA : Dalam bab ini diuraikan mengenai pengolahan dan penganalisaan data sesuai dengan metode yang digunakan.

BAB V PENUTUP : Dalam bab ini diuraikan mengenai simpulan yang diperoleh dari hasil penelitian, keterbatasan penelitian dan saran
